Ultimately, the direct regulation of gaming has been placed with the
Pennsylvania Gaming Control Board (PGCB), which is guided by Act 71
(Pennsylvania Race Horse Development and Gaming Act) and PGCB
regulations. The Gaming Task Force is meeting to continue its efforts
to consider ways to enhance the existing regulatory system so as to
ensure the integrity of and public confidence in the Pennsylvania gaming
industry. Towards this end the panel will be hearing from the
following:

Pennsylvania Gaming Control Board –
Presentation of the PGCB licensing process, which includes the
preparation of a Suitability Report that is undertaken to assure
the appropriate presentation of the facts based upon
substantiated information and evidence, the consistent treatment
of all applicants, and the formulation of an evidentiary
document in a manner consistent with Pennsylvania administrative
law and constitutional due process principles. A complete
understanding of the process in place will enable the General
Assembly to determine whether further guidance is necessary.

of board members to two-third (2/3) Senate confirmation.
